Scott, this is really becoming popular and a file manager that could utilize S3 Storage would be a great asset. We would be willing to pay for this enhancement if the cost is reasonable.

Access manager would need the following.

Host would set the S3 Bucket used by module instance
Host would set the auto created folder path with tokens ([USERNAME] - [DATE] - etc.
Admin would set access permissions

Can you do it?
How Much?
How Long?
